Only external people use signals to judge, and guide their action.

If you see a mixed signal on the street, both the green and red lights were on. You can judge them by the actual traffic situation. 

In cases of politics and foreign affairs, signal could only be a not important reference. 

The important things are always internal. 

For example, North Korea is external. It's the external reflection of China. If you wish to study the Korean Situation, you ought to see into the internal affairs. Before you can see deeply into the internal conflicts in China, any study about North Korea is in vain. 

Before an external war, there is always an internal war pending.
